Correct.

What's the use case for updating some, but not all, submodules?  If
there is a reason why other submodules should not also be updated to
reflect the upstream state, while giving the gnulib submodule
preferential treatment, then your patch probably makes sense.  But it
would be nice to see an example of where it helps.
