The new version is available from my development tree:

If it passes the strtod tests for you, I will go ahead and push that
into git.sv.gnu.org.  It might also fix the posix_spawn issues you were
seeing, as there were gnulib changes to that module in March, but m4
1.4.14 was released in February.

Once these issues are cleared for you, I plan to go ahead and release
1.4.15...
