libvirt would like to use sigaction as LGPLv2+, given that sigaction()
is provided by libc.

The sigaction module is currently LGPLv3+, and already depends on
LGPLv2+ sigprocmask and signal modules, so the only holdup are the
following authors' consent:

Jim (copyright updates)
Bruno - additional mingw porting in 2008
myself - initial module implementation

Any objections?
