Using UPDATE_COPYRIGHT_YEAR didn't work for you?  Oh, that changes which
year is added, but still insists on adding a year.  You have a point
that it might be nice to have a mode that reformats all existing years
without adding any new year.

Yes, there is.  With maint.mk, you run 'make update-copyright', and it
will honor $VC_LIST_EXCEPT (which uses either the file
.x-update-copyright or the macro
exclude_file_name_regexp--update-copyright in cfg.mk) as a way of
exempting particular files.
