This is the same dilemma that we talked about in the thread about the *.in.h
-> *.h file generation [1].

If it is not currently possible to write this with Makefile rules, in a way
that is robust against the 'make' options '-j', '-k', '-q', etc., then
is it possible to extend GNU Make in a way that supports this? Possibly
by defining a new kind of special built-in target?
