[PATCH] unistd: update refs to newer POSIX

[Eric Blake]

usleep only exists in POSIX 2001, but for the rest of the functions
where we pointed to online POSIX specs, we might as well point to the
latest version of the standard.

* lib/unistd.in.h: Prefer POSIX 2008 over 2001.

Too bad the Open Group doesn't have a susv4 redirect page like they
did for susv3.  The shorter URLs were nice.
