doc about NetBSD bugs

Testing of coreutils on NetBSD 5.1 revealed two NetBSD libc bugs:
Localization does not behave as specified by POSIX. See
<https://lists.gnu.org/archive/html/coreutils/2012-01/msg00046.html>.

I'm only updating the doc now.
