According to a google search, this is a feature.

I'm unsure how to proceed.  On one hand, I like `.gnulib' as the
submodule's directory.  On the other hand, I don't like `.gnulib' as
the submodule name.  It seems that it is impossible to do a `git
submodule add' for this setup...
