* build-aux/pmccabe.css: Remove trailing blanks.
* doc/acl-cygwin.txt: Likewise.
* doc/gnu-oids.texi: Likewise
* cfg.mk: Enable sc_trailing_blank.
Exempt build-aux/texinfo.tex and doc/Copyright/assign.future.manual.
