New stable snapshot

Hi,

I've released a new stable snapshot. See attached NEWS.stable for details.

(stable branch, master is the debian branch, derived from stable).

I've also uploaded the snapshot to Debian.

Incidentally, there have been requests within debian to ship
git-merge-changelog in a separate package, and patches to do so have
been contributed.

After this version of the package has migrated to the 'testing'
distribution, I'll do another upload with the git-merge-changelog
package enabled. This is because new packages have to go through the
NEW queue, which involves manual review from an ftpmaster, and a
potentially long delay.
