[bug-GNUnet] patch for FHS violation

Hello!

I found an FHS violation in the default root
config file. (see http://www.pathname.com/fhs/)

The attached patch fixes it and does some misc
improvements to updatehosts. Please apply.

btw, http://www.ovmj.org/GNUnet/hosts.tar.gz
returns 404 error.
