Proper MinGW support was introduced in 1.5.

Please redownload the libtool binary from gnunet.org and unpack it
according to the instructions.
The command
    which libtool
should return
    /bin/libtool

Your libtool was either overwritten or you have 1.4 somewhere else in
your path.
