Well, I found out the cause. When you ran configure, neither libgnurl
nor libcurl were found. Hence some components were not built, and those
are needed by those tests. I've now changed the code (in SVN 37177) to
not run these tests if libcurl/libgnurl were not found, so the tests
would no longer fail.
However, libcurl/libgnurl remain important if you actually want your
peer to bootstrap via HTTP, so I would urge you to install one of those
dependencies in a version accepted by the configure script (and re-run
configure).
