This is a savannah bug (#2674).

The only adverse side effect I've noticed is that the archive
isn't viewable.  (I like looking at archives.)

I'm gonna have a look around to see if I can find the code
check-in that caused the bug.

I'll let y'all know if I figure something out (after I point
the savannah hackers to it).
