gcc --version patch in gnustep-make

In the latest gcc-3.1-branch, gcc --version gives a whole bunch of copyright info with gnustep-make/configure doesn't filter out. The attached patch changes the test to gcc -dumpversion. I don't have any gcc older than 2.95 to test with, so I'm not sure if that argument was around before this.
