Summary:  can't drag to an empty NSTableView

Original Submission:  If an NSTableView is empty, gui won't allow anything to 
be dropped on it.

There is a test here:

1) select NSTableView-DragDrop
2) click the "remove all' button
3) try and drag a row from the left table to the right table

this test was initially written for a problem that one of Matt Rice's recently 
posted patches fixes. The problem with NSTableView ignoring tableView: 
validateDrop: proposedRow: proposedDropOperation: when it returned 
NSDragOperationNone. So, you can see the patches effect too.
