Details:

I try to drag item A into item B in NSOutlineView.
If item B has children and is expanded,
I can drag item A inside item B or below item B.
There is a black line indicates where item A will go.
But if item B has no child,
there is no way to drag item A inside item B.
The black line always indicates it will drop under item B,
not inside item B.
It also happens when item B is collapsed,
but I can work it around by auto-expand item B.

The same code is tested with Cocoa and has not problem at all.
