Details:

If you pull up submenus in an application by clicking on items in parent
menus (rather than clicking and dragging) then the submenus stay up after you
release the mouse button. This is fine (because they need to stay up so we
can tear them off), but if you subsequently click elsewhere (in another app
or in a window in the same app) the submenus should all be closed, but
currently that doesn't happen.

The correctness of this behavior is perhaps debatable in general, but when
the interface style for menus is NSMacintosInterfaceStyle the submenus should
definitely be closed upon mouse down anywhere outside the menu (because that's
what the mac does) and I think it should be the case for other menu styles
too.
