GNUstep does not work on cygwin.  If you are interested in a Windows implementation, I suggest you get the Windows installer, based on MingW here:

Installation of libobjc failed. Send the /home/loren/gnustep-startup-0.28.0/build/logs.tar.gz
file to bug-gnustep@gnu.org for help
