Yes, current versions of Firefox 3 are completely free, license-wise.
There's no EULA anymore. However, as a side note, you really shouldn't
be using Firefox 3 anymore. Mozilla is ending support of it this month.
Current stable version is Firefox 3.5, and Firefox 3.6 is shipping
later this month, too.
