I have security concerns as well. However, the Parabola GNU/Linux
Distro offers Icecat 38.2.0 [1]

Note that the plain Iceweasel from Debian has the same issues regarding
offering non-free plugins as the original firefox. The main advantage
is, that Iceweasel hasn't not the copyright-protected artworks und
trademarks as Mozilla Firefox (Mozilla Foundation owns the trademark
"Firefox" and claims the right to deny the use of the name and other
trademarks to unofficial builds.)

However, there are libre builds of Debians versions of Mozilla programs:
Parabola has Iceweasel libre and Icedove libre [2],[3]. ConnoachetOS
slack-n-free repo has those as well and additionally a libre version of
Iceape (Debians and Mageias version of Seamonkey).
