I can tell you that among the changes made by IceCat to upstream Firefox
ESR 52 is to change the default setting for "toolkit.telemetry.enabled"
in about:config to "false".

However, I'm not sufficiently familiar with the code to know whether or
not this is sufficient. I'm not an IceCat developer.
