[Bug-gnuzilla] IceCat : building & --enable-official-branding

Downloaded the past few versions source tarball for GNU Icecat & ran into the error described in http://lists.gnu.org/archive/html/bug-gnuzilla/2016-12/msg00006.html when trying to build using the instructions in Readme.Icecat.  While it does seem like http://lists.gnu.org/archive/html/bug-gnuzilla/2016-12/msg00008.html should fix the building issue (since it appears to be the same issue)...it's not clear looking at that thread exactly what file that patch is for?

1) Are the instructions missing a step?  Is there some build script that has to be run to make a build script other than ./configure ( eg

> srcdir/configure --with-l10n-base=srcdir/l10n

)?  What needs to be edited to get the Icecat-esque branding close enough that GNU Icecat (even an unofficial version?) will actually come out of the build process?  Is there some reason why this patch isn't in the tarball itself?

Thanks,
Jeff Cliff
