Attached, my patch against TODO.

I have used git format-patch. I believe this is the first time I've
used git format-patch in anger, so please bear with me. Also, since I
am aware I've been asked to do this before and have failed to remember
repeatedly, please bear with me while I try to learn the procedure
solidly step-by-step. If you tell me what I've done wrong and let me
re-do it right, I hope I'll waste less time in future!

In particular, how should I have prepared a ChangeLog entry? I presume
there's some way of doing this (semi-?)automatically?

A word about http://www.gnu.org/software/grep/devel.html : this patch
will render section 7 obsolete. Section 6 has already gone, I believe.
Section 5 should also be deleted (though I don't know if any useful
material remains there). Section 4 should be removed too (it's could
be rewritten to mention git, but I think there's no point reproducing
instructions about how to use git that are already given on Savannah).
