Is gnu.groff.bug Moderated?

Hi,

I see Google Groups agrees with my news set up in thinking
gnu.groff.bug is moderated.

    http://groups.google.com/groups?group=gnu.groff.bug

Is that true?  If so, why does so much spam reach here?  Some mailing
list gateway?

I'm planning on pointing people here, among other places, for
troff/groff assistance and Google Groups shows them they can find out
how to enlarge their penis (assuming they have one) naturally.
Apparently, it's a 100% proven technique.
