Download from where?   I see no reference to CVS/Alpha/Development/etc. 
on the groff page at gnu.org...

Note: I don't have local CVS software handy here -- so it would not be 
feasable for me to download it using CVS itself.  Hopefully you have a 
tarball snapshot I could use.
