Never mind.
Late last night in the User's Manual: "...In the multi-line case, the first
line must begin with a left delimter \{ and the last line must end with a right
delimiter \}." Further: "...The control character ' suppresses the break
function..."
Thus:
$ printf 'before open brace\n\.if 1 \\{\\\n'"'"'br\nwithin\\}\nafter\n.pl .p\n'
