Upgrade to automake-1.5

Now that Automake 1.5 has been released, and has all the features we
need (I think), I've changed the INSTALL file to refer to it, and am
checking in the newly generated Makefile.ins, etc.

So, please, if you wish to make patches against the build
infrastructure, use automake-1.5 so that we won't be causing spurious
changes in the Makefile.ins.
