I don't think the directory hierarchy is the cause of difficulty for
updating network drivers. You should be able to copy drivers of any
version of Etherboot to the directory "netboot" with no problem (Of
course, except that you will have to implement some additional glue
code).

I'm always interested in improvement of the network support. The
current status is unsatisfactory for me, too.
