This is definitive a Linux problem, not GRUB's.
>From your panic message I guess, that there is no IDE driver loaded
on the kernel, as /dev/hdb1 is 03:41, but it is not possible for
the kernel to mount. It is also possible, that the kernel has not
reiserfs compiled in.
For booting Suse2 the IDE driver and the reiserfs driver must be
compiled in, or you have to use a INITRD RAM disk, using the GRUB
command
initrd /boot/initrd.xxxx
.. whatever.
