There's ongoing work (check grub-devel archives for details) to make GRUB 2
buildable on win32, but with cygwin rather than djgpp.

I suggest you check it out, and if there are remaining issues not being
addressed, reopen this bug pointing them out.

Btw, please do not use RAR format when interchanging files for GRUB
development.  Unfortunately, there's no way to extract these archives with
free software.
