Is this error message significant?
Sure. It's because GRUB releases can't fit on a floppy drive anymore. I
removed many modules from /usr/local/lib64/grub/i386-pc (back up the
directory), like all gcry_*, and it didn't complain about space...
5. Is it possible to install GRUB 2 on a diskette and have that diskette
actually boot the machine on which the diskette was created?
...but returned
grub-install --boot-directory=/mnt/floppy/boot --allow-floppy /dev/fd0

Try with --recheck.
