[Bug-gsl] Missing constants

Hi,

It seems a few constants we had in 1.12 are
missing in 1.13. See the result of diffs in
gsl_const_cgs.h and gsl_const_cgsm.h for those
versions below.

Since I see nothing about it in ChangeLog, I
wonder if this was intended or just a mistke.
