With "norwegian one", you mean "ktno.typ"?

As the header says, it's generated from ktouch lessons
(see https://www.kde.org/applications/education/ktouch/).

However, it's all free software so you can modify the source code of the
lessons (even the generated ones, since they're human readable).

Is that what you refer to by "translate"?
