   Hey, where should that information go then?  All the information
   about scm_boot_guile is located there!  I had to browse Guile's
   sources in order to see the argument order.

docs are improving steadily still; your local copy may be out of date.
i took a look through:

and although the organization is somewhat confusing, the information you
seek seems to be in section 5.3.1 (Guile Initialization Functions).
