Yep.  :-)  That’s how gnu.org and nongnu.org web pages are managed, and
I suspect it’s not going to change overnight.

If you look at the repo, it actually uses server-side header/footer
inclusion, like this:

  <!--#include virtual="/server/html5-header.html" -->

Thanks, applied.  I added “padding-left: 0px” so it’s aligned with the text.
