Ahh I forgot the "<".

 guix archive --authorize < berlin.guixsd.org.pub 


So now I am definitely using substitutes.  I only have a few minutes
before I need to go to work, so I don't think "guix pull" will have
enough time to finish.  I'll have to try again tomorrow.
