I think that normal, visible, scroll bars would be a nice enhancement, although
I don't think it's urgent or anything. Every other program I can think of
supports them. I know they're a pain to implement, though.
Making another release just because the cmdline handling bug is fixed seems
worthwhile to me, actually.

Original Submission: after generating a simple PS document, e.g.,
tex story \end; dvips story -o; gv story.ps
I selected magnification 4. This puts some of the document off the top of the
screen. (Which might be a separate bug, seems like it should stay anchored at
the top.)
The arrow keys work to scroll, but I can't see any actual scroll bars, which
seems somewhat problematic. The wheel on my mouse didn't work either, although
that doesn't surprise me.
This is true with older versions of gv, too.

About the anchoring issue, note that --center is enabled by default, so:
$ gv --nocenter --scale=4 small2e.ps
should anchor to the top-left margin of the document. Please let me know if
this work for you.
And about scrollbars... gv do not support scrollbars on the ghostview widget at
all... all scrolling must be done with the cursor keys, or moving the mouse
while pressing left-button. The last is a very nice scrolling mode, but i
wonder if actual scroll bars would be a good thing. What do you think?
