The INSTALL file is a generic file shipped with all GNU programs that use
autoconf, and is just giving an example here.  I am not surprised that this
particular example doesn't work. 

The intention is to show how to set flags.  Which particular flags are
needed on your system depends.  Of course, in the GNU Hurd system there is
no confusion about that, we simply use gcc.

But if you cross compile, you set CC to the cross or native compiler, for
example.
