Use what you are using now, I think more people use iso-8859-1 than
windows-1251 (I don't even know what that is). I think why Ognyan
uses window-1251 is because it can display some Bulgarian characters
that the iso-8859-1 set can't. (What weird characters does the
Bulgarian alphabet have anyway?)
