[Bug-indent] Configuration for 2.2.7

I have just tried building indent 2.2.7 on an old Red Hat 4.2 system that
appears to lack a gettext installation. Running

  ./configure --disable-nls --with-included-gettext

yielded output that looked like it should work -- there were no obvious
error messages, and the makefiles were generated -- but failed to link
because it did not build gettext. It would be nice if configure knew that
"--with-included-gettext" is incompatible with "--disable-nls". Or if the
incompatibility were to go away. Whichever is easier.
