--declaration-indentation and --dont-break-procedure-type

I am running indent on Win32 using cygwin, the version is 2.2.9.
When I specify:
--declaration-indentation 16
It lines up my declarations as expected. When I also try to use:
--dont-break-procedure-type
The declaration indentation setting is no longer applied. How can I tell
indent to do both?
