[bug-libmatheval] [Web page] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete or deprecated features in webpages, to make
maintenance easier.

The home page of Libmatheval [1] uses an old version of the boilerplate
with a deprecated include, footer-min.html (in fact identical to
footer.html). I propose to upgrade it to the latest boilerplate [2], and
to fix a few XHTML errors along the way (see the attached diff).

If you agree with the proposed changes but don't have time to commit
them, I will be glad to do it, with any further modifications you specify.
