If I'm not mistaken this indicates a problem building media-libs/jpeg
(which is a dependency of kdebase) not a problem with kdebase itself.

Searching the Gentoo bug database turns up this for example:

So you could try remerging libtool by running

emerge --oneshot libtool

and then try emerging kdebase again.
