I successfully built 1.6.12 with the same configuration.

I'm trying to build 1.8 from the tarball.
my configure looked like this.
./configure --prefix=/usr/local
--with-kpathsea-include=/usr/local/include/kpathsea
--with-kpathsea-lib=/usr/local/lib/
gmake all
bison -o out/parser.cc parser.yy
