I believe that this is the preferred method, although Han-Wen is really the person to answer that one.
[I suppose an even broader version of the same question asks whether we have any plans to eliminate the bug list altogether and just direct bug reports directly to the Google issue-tracking pages ... but then not everyone has a gmail account or Google log-in.]
We plan to keep the bug list; most people should send their bug reports here. Then I check their reports for accuracy, check against the known bugs, ask them to construct a minimal example or do it myself, and then finally file the report to the tracker.
If you're an experienced bug reporter (and you definitely qualify) then feel free to add items directly to the tracker.
