I think users should be free to install their programs wherever they want, if the environment knows what the logged in user wants to run.

Why shouldn't I have my preferred python in PREFIX=$HOME? And other users in their home dir themselves?

Actually, this is my setup in my linux box. I have a stable old python system wide, so that other users can run python scripts with no problems and my own new python (buggy? that's another issue...) in my home folder.

So what really matters is my environment... That's another advantage of the env shebang (if we really must use shebangs...).
