I broadly agree with Carl's comments.
I'm not fussed about having block scope, since it's easy enough to
implement this as
a music function, thus allowing it to be set at top-level and in music.
It is however, a bit more complicated than just doing
#(ly:parser-set-note-names parser dutchPitchnames)
since the identifier `pitchnames' must also be set to the pitchnames alist
each time
(it's reserved by the parser for use with \notemode).
