What are these? They are metadata files in XML about our docs aimed to ease others
searching of open source documentation using search engines.

How are they used? I think they work like pointers or catalog cards from a library. Documentation Data bases can collect and sort them easily. Scrollkeeper uses them to
find things on your hard drive.

scripts/build/texi2omf.py generates XML files from .texi;
stepmake/stepmake/omf-targets.make has targets to generate and install them.

are they being generated correctly? It seems yes

do we still want to bother with them? I don't know if they are primaryly intended to
web or to local use, or why did we start generating them in first place.

a script generates them automatically from @omf, @title etc, so we don't have to
write them by hand.
