The upper-case Manuals.html only has a link to the lower-case manuals.html,
so I guess the website still works, but it would be nice if those weren't
created.

These almost-empty capitalized-filenames don't appear for the other manuals
(at least, not learning/ and notation/ ; I didn't check the rest).  Since
they now use the same init file and the only difference is that web has -D
web, it shouldn't be too hard to find out why this happens.
